The position, Systems Administrator, was recommended by former deputy of the Kern County Sheriff’s Internal Affairs division, David Wesley Hubbard, who was fired in 2022 for having sex with a subordinate in his office while on duty. The new position would significantly increase Hubbard’s base salary and represent the new number by which his retirement salary is calculated. The proposal was reviewed by the Kern county Human Resources Department and recommended by the Board, with a non-budgeted general fund fiscal impact of just under $49,000. Despite Hubbard's dismissal from the Sheriff‘s Office, DA Cynthia Zimmer hired Hubbard as a non’badged Investigative Specialist in 2023.
